I am responding to the permit area question
in your site inspection report dated February 10, 2016. The Valco's records were
unclear how they came up with the 177.72 acres for the permit area so we were not
able to duplicate that information on anything we have.
I have been working on a permit that would include parts of the west parcel in
a new permit and had some really good maps to use to try to figure out where the
problem was. To start I transferred the west area permit line from the 1997 map to
my base map that was based on a recent survey. What I found is that, the western
parcel should have been approximately 71.83 acres. I think the difference is in the
northwest part of the property along the west and north sides of the old Plant Site
where the lines are a little skewed and in the wedge of land the lies between the
1997's permit line and the Valco property line. It appears that whoever prepared
the 2007 map may have guessed on the property lines along the west and north sides
of the old Batch Plant area because they are very similar in shape to the actual
ownership lines. The map I have attached uses the survey Valco has for their
property for the eastern parcel and uses the lines along the east, south and west
