DRMS April 2016 (New): <br />DRMS reviewed the design of the West Waste Bank as provided in Trautner's Revised Geotechnical <br />Engineering Study for the National Kind? Coal I West Waste Bank Coal Mine Waste Disposal Area <br />(Report) dated June 2015, as well as additional applicable sections of GCC's PAP, and has the following <br />comments: <br />Rule 4.05 - Hydrologic Balance <br />7. Please submit a hydrologic demonstration, SEDCAD model or design criteria to demonstrate <br />that the newly proposed reaches, the previously constructed reaches, and associated culverts are <br />sufficiently designed to handle flows as required by Rule 4.05.3(3). <br />The currently approved KI Appendix 11 — Hydrologic Designs, appears to be no longer applicable or <br />accurate, due to proposed new routing of reaches under TR -20. Most notable differences are the <br />addition of Reach 7B, the length reduction of Reach 7, the new routing of Reach 10 ro Reach 7B <br />rather than to Reach 7, and the increase in length of Reach 6, including additional surface runoff <br />directed to it from the West Waste Bank. <br />8. Please update and submit KI Appendix 11 -Hydrologic Designs to include changes as proposed <br />under TR -20. <br />9. Also please add narrative summarizing surface water routing around the West Waste Bank in <br />permit section 2.05.3. <br />10. Please ensure that Map King 1016 appropriately reflects the hydrology as it will appear "on the <br />ground ". <br />Rule 4.10 - Coal Mine Waste Banks <br />It appears from the proposed Map King I-016 - West Waste Bank Design that the west end of the <br />Bench Under -Drain potentially drains into the main substation pad. <br />DRMS April 2016 (New): <br />11. Please submit design detail regarding the proposed Bench Under Drain associated with the <br />West Waste Bank to ensure compliance with 4.10 and more specifically 4.09.2(2). <br />12. Please add additional detail in regards to the discharge points of the Bench Under -Drain, or <br />clarify where the underdrain directs groundwater to. <br />DRMS April 2016 (New): <br />The map associated with the Design of the West Waste Bank, Map K 1016, appears to depict the final <br />design of the waste pile.
