Items that require attention include: <br /> operator's updates to the proposed plan of operations modification, DRMS and BLM permit consistency, <br /> secondary containment,topsoil slope requirements, highwall design requirements,and signage. <br /> New Remarks <br /> On April 12, 2016 1 inspected the CaIX Minerals, LLC Mid-Continent Quarry and was joined by Amy Yeldell from <br /> DRMS as well as Justin Olin,Travis Litsche,and Auggie Franklin from CaIX.This site visit was made in order for <br /> me to become familiar with the quarry operations.The weather was partly cloudy with scattered rain and sleet <br /> showers;temperatures were in the SO's. <br /> On the drive up to the quarry, I observed "Heavy Truck Traffic"signage at the intersection of Traver Trail and <br /> Transfer Trail(Photo 1). Per the January 14,2011 BLM letter related to parking and access on Transfer Trail: <br /> "CaIX will install a metal sign at the intersection of Transfer Trail Road and Traver Trail Road.The sign will be <br /> approximately 2 feet by 4 feet in size and will read: Caution,Semi Truck Traffic, Mine in Operation 7 Days a <br /> Week, Park in Designated Areas Only, Do Not Block Road."The letter further states: "CaIX will install"Heavy <br /> Truck Traffic"signs at multiple points along Transfer Trail Road."Also observed on my approach to the quarry <br /> were laminated signs at designated turnouts that read"Designated Parking Area, Do Not Block Roadway,Semi <br /> Truck Traffic 7 Days a Week".As stated in the same 2011 letter: "BLM has provided laminated paper signs for <br /> CaIX to place at designated parking areas along Transfer Trail Road." <br /> At the entrance gate to the operation, I observed signage,a scale shack,and remnants of a mining truck scale <br /> (Photo 2).This gate,scale shack,and scale were approved in a BLM letter dated November 20, 1986 which <br /> states: `The installation of a gate,scales,and scale shack is approved subject to item 3b(3)of the reclamation <br /> Page 1 of 10 <br />
