April 15th, 2016

Ms. Amy Eschberger
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203

Wally Erickson
Senior Environmental Protection Specialist

P 303.866.3567 ext. 8176 I F 303.832.8106
1313 Sherman Street, Room 215, Denver, Colorado 80203
wally.erickson@state.co.us I http://mining.state.co.us

This letter is in regards to a consolidated and unified opposition to the application for
DRMS Permit No. M2016010 by Transit Mix Concrete Company proposed quarry
operation now considered the Hitch Rack Ranch Quarry, Colorado Springs, Colorado.

My home is the original homestead in this area. Established circa 1942, it is a post
WWII declared home and is located directly adjacent to the east boundary of the
proposed quarry operation. We have have been here since 1993 and plan to stay for
the foreseeable future.

Our very strong opposition to the Quarry is based on dynamic and complex
issues involving Humans, Quality of Life, Flora, Fauna , Health, Safety and
Environmental, Water (limited) and Soil Conservations, Air Quality factors and
other POLLUTIONS, just to name a few.
We live in a very protected ecological area and Micro Climate which nurtures
LYNX, MEXICAN SPOTTED OWLS, PREBLE’S JUMPING MOUSE, Tree TOADS etc.
etc.. We have witnessed and protected our flora and fauna for 23 years.

This Applicant Company, has another permitted quarry operating on the Front Range,
with ten years remaining on their operations. So, I feel they should finish that one before
treading on the small and very limited amounts of virgin land areas inherent to HWY 115
and our beautiful Front Range Ramparts.
Furthermore, there are at least three operating quarries in very close proximity to the
proposed “Hitch Rack Ranch Quarry”. Adjacently, Fremont County has more quarry
operations, ALL utilizing the HWY 115 corridor for and with heavy equipment traffic.
