RED ROCK VALLEY ESTATES WATER DISTRICT
11145 Calle Corvo,Colorado Springs,80926
REC''VED
April 15,2016
1/APR 212016
Division of Reclamation,Mining and Safety
Colorado Department of Natural Resources DIVISION OF RECLAMATION
1313 Sherman Street,Room 215 MINING AND SAFETY
Denver,CO 80203
Attn: Amy Eschberger,Environmental Protection Specialist
(via email:Amy.Eschberger( state.co.us)
Re: Permit Application#M2016010
Transit Mix Concrete Company-Hitch Rack Ranch Quarry,El Paso County
Dear Ms.Eschberger:
On behalf of the Red Rock Valley Estates Water District,I am submitting this comment letter in
Qppositi the above permit application. The District's service area is located just north of the
proposed quarry area and currently provides water service to 83 property owners.
The District mainly relies on ground water sources to serve its residents. Previous studies of
local hydrogeology indicate it is complex and not well understood. The District has concerns
over the potential impacts to water quality and the physical supply within the District's watershed
due to the proposed mining activity. At this point, the District has serious concerns whether
adequate protection can be provided for its ground water source area if the application is
approved.
The District requests party status in this matter. Please list me as the primary contact for the
District(phone: 719-576-8017;email: teddkerr@gmail.com)and copy Tim Rineholt(email:
tim@seedmasters.net),Steve Sovaiko (email:oak2106@gmail.com),and Paul Anderson
(pandllc@comcast.net)on all communications regarding the Division's processing of the above
application. Thank you.
Sincerely,
Ted D.Kerr,President
Board of Directors,Red Rock Valley Estates Water District
