_ f <br /> ILAMA <br /> April 15,2016 <br /> APR 192016 <br /> Colorado Division of Reclamation,Mining and Safety <br /> 1313 Sherman Street,Room 215 �NISION OF R[-C <br /> Denver,Colorado 80203 MINING AND SAFElY <br /> Re:Transit Mix Concrete Company application for Reclamation Permit,Hitch Rack Ranch Quarry <br /> (#M2016010) <br /> Dear Madam or Sir; <br /> I am writing to express my opposition to the referenced quarry permit application,submitted by <br /> Transit Mix Concrete Company.I am Vice President of the Pinons of Turkey Canon Ranch Home <br /> Owners' Association,and a member of the Citizens Advisory Committee for the Highway 115 <br /> Corridor. <br /> While my objections to the referenced application are many,as stated in my letter dated March 28, <br /> 2016,this supplementary letter will focus solely on the the applicant's failure to identify the extent <br /> to which a large number of properties and persons will be directly impacted,perhaps irreparably, <br /> by quarry operations at the proposed site.I provide in evidence the attached spreadsheet,titled <br /> Hitch Rack Ranch Direct Impact Properties,which is a partial listing of developments and <br /> properties located within two miles of the proposed quarry site. <br /> More than 160 properties lie within two miles of the proposed quarry site,including approximately <br /> 65 that are within one mile,8 within one-half mile,and one as near as 1200 feet.The attached <br /> spreadsheet identifies those properties and their distances from the site. It also lists the depth of <br /> existing wells,and points out that every property in the affected area will depend on well water, <br /> even though a well may not currently exist.Finally,the spreadsheet identifies the properties whose <br /> deeded access rights will be impeded by quarry operations. <br /> It is particularly distressing that the applicant failed to mention the deeded access to almost 50 <br /> properties in Eagles Nest and Bauer Ranch will be illegally blocked during frequent blasting <br /> operations.The sole access to these properties is Little Turkey Creek Road,which runs directly <br /> through the middle of the proposed quarry site.There is no alternative access. <br /> Despite the applicant's withholding this information,I urge the Colorado Division of Reclamation, <br /> Mining and Safety take these facts into account and to reject the referenced permit application. <br /> Thank you for your time and consideration. <br /> Respectful) , <br /> William B.
