April 13,2016 C-2009-087/Peabody Sage Creek Mine RAR <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Mon itoring4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage-Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> o Sediment ponds observed (Pococo Pond, Ponds #001, 002, and 003) were clear of ice <br /> and snow, embankments appeared stable and ponds were discharging. <br /> o Pond#4 was inaccessible during the inspection due to snow conditions. <br /> o Observed ditches were in stable condition, and appeared to be functioning correctly, <br /> with the exception of: <br /> 1. "Smart Ditches" located in drainages FA-D5 and D6. These ditches are <br /> compromised with the edges in many places disconnected from the slope. These <br /> ditches require monitoring and repairs to function adequately, see photos #6 and 7. <br /> o Culverts observed appeared to be in good repair, clear of debris and those discharging, <br /> functioning correctly with the exception of: <br /> 2. Boom around culvert at pond#003 requires maintenance,see photo 15. <br /> 3. Culvert at diversion ditch around facilities area that discharges down a steep slope. The short <br /> vertical distance is not armored and may need to be armored to prevent erosion. Please monitor <br /> and address as appropriate. <br /> TOPSOIL -Rule 4.06 <br /> Removal4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> o Topsoil stockpiles observed were marked appropriately, and appeared stable, with no <br /> signs of erosion. <br /> EXPLOSIVES—RULE 4.08 <br /> Distance Prohibitions 4.08.4; Warning 4.08.4; Control of Adverse Effects 4.08.4. <br /> o Observation of the explosive storage area indicated no problems. <br /> SLIDES and DAMAGE—Rule 4.12 <br /> o Observation of the slope above the portal indicated riling as shown in photo 5.
