gallons of water per acre. Drill seeding was done on slopes accessible with drill <br />seeding equipment. On these reduced slopes, straw mulching and tackifying was <br />done at the same rates as the steep slopes. The permanent seed mix was used on <br />the refuse piles and borrow areas where no further access would be needed. In <br />borrow areas and topsoil stockpiles, where further access will be needed, the <br />temporary seed mix was used. Approximately 5 pounds per acre of oats was added <br />to these mixes for rapid ground cover. Hydroseeded areas were seeded at double <br />the listed rate for drill seeding. <br />Reclamation of CRDA -2 was completed in 2002. The sediment retained by the drop <br />structures in Coal Canyon was harvested for cover material. Material excavated <br />during construction of the upper diversion ditch was also used as cover material. A <br />small amount of cover material was obtained from CBA -1. Topsoil was obtained from <br />Topsoil Stockpiles 2, 7, 8 and 9. Reclamation of CRDA -1 was also completed in <br />2002 except for leaving the road to CRDA -1 open to accept coal and refuse material <br />from other ongoing reclamation activities. This road was reclaimed as part of CRDA- <br />1 when the last remnants of refuse material was hauled and placed during 2010. <br />Topsoil and some of the cover for this reclamation was obtained from Topsoil <br />Stockpile 4. <br />All three refuse piles have terrace drains that are approximately 15 feet wide spaced <br />on about 30 foot vertical centers. DRMS Rules regarding terrace drains follow: <br />Rule 4.09.1(9) Terraces may be utilized to control erosion and enhance stability if <br />approved by the Division and consistent with 4.14.2(2). <br />Rule 4.09.2(4) Terraces may be constructed on the outslope of the fill if required for <br />stability, control of erosion, to conserve soil moisture, or to facilitate the approved <br />postmining land use. <br />Rule 4.14.2(2) On approval by the Division in order to conserve soil moisture, ensure <br />stability, and control erosion of final graded slopes, cut - and -fill terraces may be <br />allowed, if the terraces are compatible with the approved postmining land use. The <br />terraces shall meet the following requirements: <br />(a) The width of the individual terrace bench shall not exceed 20 feet, unless <br />specifically approved by the Division as necessary for stability, erosion control, <br />or roads included in the approved postmining land use plan. <br />(b) The vertical distance between terraces shall be as specified by the Division <br />to prevent excessive erosion and to provide long -term stability. <br />(c) The slope of the terrace outslope shall not be steeper than 2h:1 v (50 <br />percent). <br />(d) Culverts and underground rock drains shall be used on the terrace only <br />when approved by the Division. <br />(e) Terraces shall be installed so as not to impede revegetation procedures <br />including vehicular access for such revegetation in accordance with the <br />requirements of these Rules. <br />(f) Additional surface manipulation procedures shall be installed in accordance <br />with the requirements of these Rules as required by the Division. <br />MR -80 14 -3 Rev 10/13 <br />
