Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other NA - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety <br /> (Division). Kathy Welt of Mountain Coal Company(MCC) accompanied the inspection. The weather was clear <br /> and dry. The main facilities were accessible,but considerable snow remained at higher elevations. <br /> The mine was active,but the longwall was parked at the time of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> At the time of the inspection the snow courses apparently suggested that the snow pack was at or above <br /> the 6 year average. Despite recent runoff from snowmelt,no ponds were close to the discharge level. The seasonal <br /> ditch maintenance program was in progress. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was still parked between cross cuts 51 and 52 of panel E6, and had been stationary since <br /> March 3, 2016. The development miners had been moved and were temporarily employed doing rehabilitation <br /> work in the F-seam. The project to construct the rock slopes down to the B-seam was in progress,but slightly <br /> behind the expected schedule. The remainder of the job was expected to be completed by West Elk employees. <br /> The pipes circulating water around the site were ready to be buried,when weather conditions are suitable. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Very little processing waste had been generated recently since little coal had been mined.
