Box 187 <br />Craig, CO 81626 <br />RE: Trapper Mining, Inc., Permit C-1981-010 <br />DRMS Adequacy Review of TR 115 <br />PMT and Mine Plan Updates including selected 2015 Midterm Review Responses <br />Dear Mr. Roberts: <br />The Division has completed its preliminary review of TR 115. The revision was received on March 4, <br />2016. TR 115 responds in part to the Midterm Review conducted by the Division June 2015 (MT7). <br />Additionally the post mining topography is being updated for the K Strike Pit area and 49.7 acres of <br />disturbance are being added. Adequacy issues are bulleted in bold below. <br />The proposed revision has several objectives, several of which may require an increase in financial <br />liability at the site. These are an increase in disturbed area by 49.7 acres for additional topsoil stripping in <br />the AE pit and KLM pit areas, the construction of a new building to be used to store blasting vehicles and <br />equipment, and the sealing of three monitoring wells. Each of these items is discusses below and <br />adequacy review issues are bulleted. <br />49.7 Acres of New Topsoil Stripping Area <br />The disturbance area shown in TRI 15 extends beyond the current drainage and sediment control <br />boundary. Please submit updates to the drainage and sediment control plan including any new <br />pond designs needed for the additional disturbance area. <br />The topsoil stripping areas shown in TRI 15 do not coincide with the areas presented in the 2015 <br />ARR (TRI 16) for proposed 2016 stripping areas. Please resolve this inconsistency with the most <br />accurate information. <br />TRI 15 proposes to add an additional 49.7 acres of topsoil stripping area for this permit term. <br />This area is depicted on proposed revised map M10B, Sheet 3 as the 41.1 -acre 2017 topsoil <br />stripping parcel and an additional 8.6 -acre 2016 stripping parcel. Trapper Mine's liability is <br />based on an estimate to reclaim the site at the point of the worst-case disturbance during the <br />current permit term and liability associated with parcels that have been approved for either Phase <br />I and/or Phase II bond release.
