which precludes truck traffic on the road at this spot. Dr. Corley indicated additional information <br />on this road: <br />• The Corley Company would like the road reclaimed. <br />• The road is rough in many areas; the Corleys only use ATVs to drive the road. <br />• Dorchester tore up the road by using it when the ground was muddy. They then repaired <br />it with plant reject material rather than gravel. Per Dr. Corley, this material did not last <br />long on the surface. <br />Near the portal area, EFCI should remove a piece of steel pipe that is north of the Magpie <br />Diversion. It is in the vicinity of two other sections of steel pipe that EFCI recently removed. <br />At the north end of the spur off of the road to MW -NW there are two features that need to be <br />researched by EFCI and discussed with the Division: a metal structure that could be a large <br />manhole (it is full of dirt except for the top three to four feet) and a small pile that could be <br />topsoil. <br />Two sets of holes were inspected near the reclaimed Newlin Creek Topsoil Stockpile, and they <br />appear to be the result of subsidence. Some of these holes should be filled by EFCI to ensure that <br />the post -mining land use is met. <br />Within the 2012 subsidence repair area near the Thompson driveway a significant amount of <br />Mullein and cheat grass were seen. Also, a new subsidence hole is developing and is now <br />approximately two feet deep in places. These issues must be addressed by EFCI. <br />The 2012 subsidence repair area has not met the liability time frame for Phase III release. <br />Near the intersection of CR 15 and CR92, on Warnock property outside the permit boundary, <br />there are small concrete pads and rebar that are remnants of a former sign owned by EFCI. <br />These should be removed. <br />In the context of the SL -04 review, the Division has not identified any issues regarding impacts to the <br />hydrologic balance. <br />If you have questions or need additional information, please contact me. <br />Sincerely, <br />Robert D.
