March 22, 2016
Lucas West
Environmental Protection Specialist
Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Technical Revision Request, M-1984-039, Toltec No. 2
Mr. West
I am requesting a Technical Revision of the mining and reclamation plans for the approved permit listed
above to satisfy the requirements of the Board Order signed on March 3, 2016. Please find the
descriptions and enclosed maps for the information that is to be revised.
Exhibit B- Mining Plan
For more efficient transport of ore materials offsite, a Jaw Crusher will be used to crush ore to 2" or
smaller pieces. The crusher is a mobile unit that requires no permanent structure. No water or other
chemicals will be used in the crushing process to prevent the possibility of any Acid Rock Drainage.
Crushing will be intermittent and on a small scale, requiring no water for dust mitigation.
The crushed material will be loaded into five gallon buckets for transport offsite. No support equipment
will be required. The Jaw crusher will be removed from the site at the conclusion of each mining season
and stored securely, offsite. Mining will not proceed underground, only minimal surface disturbance.
Exhibit E- Reclamation Plan
The disturbed areas will be reclaimed to support a post mining land use of pastureland, and match the
surrounding undisturbed areas. The waste Rock pile as identified on the attached map, will be pushed
back against the rock face and graded to match surrounding rock outcroppings. The salvaged topsoil will
be spread over the disturbed area, approximately .1 acres and reseeded with the attached seed mix.
Also please see the table below for seeding method, mulching and seed bed preparation. As stated in
the original permit the access roads will be left on the property.
Task
Method/product
Area/ Amount
Seed bed preparation
Hand raking
.1 acre
Seeding *seed mix and rates
below*
Broadcast
.1 acre
Fertilizer
Generic, granular, 10-34-0 or
similar
.1 acre
Mulching
Straw mulch, hand crimped
2000 lbs/acre
