imperative the Division receive the analytical data in an expedited manner in order to limit the <br />amount of CKD which is generated before the Division authorizes the placement of the altered <br />CKD into the C -Pit for final disposal. The Division requests the Operator commit to the <br />following: <br />a) The first composite sample shall be collected within 48 hours of activating the cement kiln <br />with the carbon and lime systems. The composite sample, along with the baseline sample, <br />shall be sent to a certified laboratory within 24 hours of collection and the results <br />shall be provided to the Division within 24 hours of receipt. <br />RESPONSE 2a. CEMEX agrees to the Divisions request including expediting sample <br />analytics and providing data to the Division within 24 -hours of receipt. SGS-Accutest <br />Laboratories will be the designated lab and the quickest they would commit to was a 3 <br />to 5 business -day turnaround. <br />COMMENT 2b. <br />The second and third samples shall be collected at one week intervals from the first sampling <br />event. The samples shall be sent to a certified laboratory within 24 hours of collection and the <br />results shall be provided to the Division within 24 hours of receipt. <br />RESPONSE 2b. CEMEX would like to request a shorter the sample intervals from 7 days <br />to 3 days. We believe that 3 days will be adequate run time to gather quality data. It also <br />helps minimize the segregated baghouse dust material in C -Pit. <br />COMMENT 3. <br />Please specify the date the cement kiln will begin to operate with the newly added carbon and <br />lime systems. <br />RESPONSE 3. CEMEX is scheduled to run a 1—day trial Monday, April ii, 2016 on the <br />carbon system and lime systems. On April 19th CEMEX will again start testing the lime <br />and carbon systems. CEMEX would like to gather Composite Sample 1 on April lith and <br />Composite Sample 2 on April 19th. Composite Sample 3 would be collected April 22 if <br />the Division approves CEMEX request identified in RESPONSE 2b. <br />COMMENT 4. <br />The Applicant has committed to stockpiling CKD within C -Pit in a manner which will <br />distinguish it from capping material and existing C -Pit CKD. Please provide additional detail on <br />how the CKD will be segregated within C -Pit. In addition, please describe any additional <br />measures necessary to ensure containment of the temporary stockpile of CKD within C -Pit, <br />e.g. additional dust suppression. <br />RESPONSE 4. CEMEX has established an area in C Pit just east of the main landfill. This <br />area has been capped with shale and will allow for proper material segregation as well <br />Page 2 of 3 <br />
