WESTERN MINING DISTRICT
<br />WMD (Panels 12 -Left through 20 -Left and 14- and 15 -Left Inby; PR06-07, PR09-08, TR07-63, TR08-64, TR09-
<br />68, TR09-71)
<br />During 2007-2008, and the subsequent permit tern (2008-2012), mine development (Phase I, II, and Interim III) will
<br />progress in the WMD, with final Phase III development and actual longwall mining proceeding following approval of a
<br />permit revision application (PR09-08) addressing these activities. In preparation for future mining in the WMD, TC
<br />will proceed with development of main and sub -main entries for Panels 13 -Left through 17 -Left. Alignment of
<br />development entries may be adjusted, as necessary, to address geologic conditions.
<br />Phase I through Interim Phase III development will result in extension of development in the 18-, and 17 -Left gate -
<br />roads to their furthest western limit, partial development of the 16-, 15-, 14, and 13 -Left gate -roads, and full
<br />development of the 9- and 10 -North Mains. Development of the 18-, 17- and 16 -Left gate -roads will extend into
<br />the new Federal coal lease (COC -72980) at the western edge of the WMD. Under the full WMD development and
<br />mine plan modification approvals (PR09-08 and TR09-71) development of Gate -roads 12 through 20 -Left, 13 -
<br />through 15 -Left Inby, the associated bleeder entries, and mining of Panels 12- through 20 -Left and 14- and 15 -Left
<br />hnby will involve mining coal from Federal Coal Leases COC -20900 (as modified June 22, 2007) and COC -72980,
<br />State lease CO -3229, and fee coal leased by TC from NRC -CO 1, LLC, LLC.
<br />WOLF CREEK RESERVE (WCR)
<br />WCR (Development and Mining of Panels WC-4RT through 9RT, TR13-83, PR15-11)
<br />TC plans to initiate construction of the rock -slope to access the WCR in 4th quarter 2014. The rock -slope access will
<br />consist of three entries driven approximately 670 feet at a 12 percent grade from the 5 -Mann North Entries down to the
<br />Wolf Creek Seam. Based on known geologic conditions, the first 130 feet of the rock -slope will require supplemental
<br />support in the form of steel arch supports and a multi -plate liner. The remainder of the rock -slope will be driven in
<br />competent rock using conventional supports (resin -grouted bolts with strap and steel mesh). Rock materials removed
<br />during construction of the rock -slope access will remain underground, with placement in the un -used rock -belt entry in
<br />the 5 -North Manns. It is anticipated that limited ongoing dewatering will be required, with extension of existing
<br />systems to serve the Wolf Creek development, and transfer of mine inflows and excess water from dust control through
<br />existin6 systenns into abandoned and sealed workings in the SWMD and WMD.
<br />Once the rock -slope reaches the Wolf Creek Seam, TC will proceed with development of the Wolf Creek main entries,
<br />which will serve the entire reserve. Initially, the WCR Mains will provide access for development and mining of
<br />Panels WC-7RT through 9RT. The Mains will subsequently be extended to the co utb to access Panels WC-6RT
<br />through 4RT (east). Once the Mains are in place, gate -road and bleeder entries will be developed progressively for the
<br />longwall panels, as shown on Map 23 WC. The anticipated panel sequence takes into account geologic constraints, coal
<br />production requirements, and mine drainage and dewatering considerations, and is anticipated to progress from WC-
<br />9RT through 7RT, then 6RT through 4RT (east), followed (will require additional permit approvals) by WC-6RT
<br />through 4RT (west) and WC-3RT through IRT, or WC -1 IRT throughl4RT, dependent on the timing of dewatering
<br />operations. TC also plans to develop an internal ventilation and utility shaft between the Wolf Creek and Wadge seam
<br />workings. The shaft will be roughly 20 to 24 feet in diameter, will be completed by either raise -bore or conventional
<br />sink nnethuds, and will be cennent or grout Bred.
<br />The initial rock -slope, Mains, and the initial gate -roads for Panel WC-7RT through 9RT will be developed in State coal
<br />under e,.isting lease CO -12291. The remainder of these panels and Panels WC-6P\through 4RT (east) v,iil be

<br />mining of the western portions of Panels WC-6RT through 4RT and 3RT through IRT (future) will be in leased Federal
<br />coal. Future development of the northern panels (WC -I IRT through 14RT) will also be in State and fee coal that is
<br />either nvvned or controlled b-/ TC through lease. Alignment of development entries and panels may be adjusted. as
<br />necessary, to address geologic conditions and drainage constraints.
