Exhibit 4E-11— Wolf Creek AVF Monitoring Plan <br />Background and Purpose <br />Longwall mining of Panels WC-4RT through 9RT may result in subsidence and related effects to portions <br />of Fish Creek, Foidel Creek, and associated Alluvial Valley Floor (AVF) areas. A limited monitoring <br />program will be used, as further described in the following sections, to evaluate alluvial water quality and <br />levels, surface water quality and flow, and ponding. <br />Monitoring Program <br />Alluvium - TC has a network of established alluvial monitoring wells, which have been monitored for a <br />number of years, providing both baseline information and information on mining -related impacts for the <br />recent mining that occurred in the Wadge Coal Seam in the Eastern and Northern Mining Districts. Both <br />the extensive database of existing historical data, and data from ongoing monitoring will provide a sound <br />basis for evaluating any changes or impacts to the alluvial system resulting from mining and mining - <br />related subsidence for the Wolf Creek Reserve (WCR). The following established wells provide both <br />historic and ongoing alluvial water level and quality data for the Wolf Creek Reserve area: <br />➢ AVF13 (upstream on Fish Creek of the WCR mining area) <br />➢ AVF14 (Fish Creek in the center of the WCR mining area) <br />➢ AVF 15 (downstream on Fish Creek of the WCR mining area) <br />➢ 001-S5 (upstream on Foidel Creek of the WCR mining area) <br />➢ 008AVF1 (downstream on Foidel Creek of the WCR mining area) <br />➢ 008AVF2 (downstream on Foidel Creek of the WCR mining area) <br />These alluvial wells are and will continue to be monitored quarterly for water level and field parameters, <br />and semi-annually for full -suite parameters. <br />Surface Water — Established surface water stations have been monitored for a number of years, providing <br />both baseline information and information on mining -related impacts for the recent mining that occurred <br />in the Wadge Coal Seam in the Eastern and Northern Mining Districts. Both the extensive database of <br />existing historical data, and data from ongoing monitoring will provide a sound basis for evaluating any <br />changes or impacts to the surface water system resulting from mining and mining -related subsidence for <br />the Wolf Creek Reserve (WCR). The following established surface monitoring sites provide both historic <br />and ongoing alluvial water level and quality data for the Wolf Creek Reserve area: <br />➢ <br />SWI -3 (upstream on Fish Creek of WCR mining area) <br />SW 14 (Fish Creek in the center of the WCR mining area) <br />➢ SW15 (downstream on Fish Creek of the WCR mining area) <br />➢ Site 305 (downstream on Fish Creek of the WCR mining area) <br />➢ Site 8 (upstream on Foidel Creek of the WCR mining area) <br />Site 900 (downstream on Foidel Creek of the WCR mining area) <br />➢ Site 900A (Foidel Creek near the northeastern limit of the WCR mining area — will be relocated to <br />the prior location of Station 304 and re -designated as Site 900A at least one year prior to mining - <br />related disturbance of Site 900) <br />
