Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> N -Processing Waste R -Topsoil <br /> COMMENTS <br /> This was a complete inspection of the Colowyo Mine conducted by Zach Trujillo of Colorado Division of <br /> Reclamation,Mining and Safety(DRMS) on March 16,2016. Kurtis Blunt representing Colowyo Coal Company <br /> (Colowyo)accompained the inspection. The weather was cloudy and ground conditions were snow covered with <br /> depths approximately up to 6". Temperatures for the day were around thirty five degrees fahrenheit. Access <br /> throughout the mine site was limited due to snow cover. The inspection started with blasting record check with <br /> Chip Brown,followed by the site inspcetion and finally ending with finishing the remaining records in the main <br /> office. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(l): <br /> All records are kept on site at the Colowyo Mine's office building. Please see the Division's Availability of <br /> Records checklist at the end of this inspection report for more detailed information. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Spoil was being actively backfilled along the eastern end of South Taylor Pit. Overburden from the west side of <br /> the pit was being taken and dumped. The backfilling is progressing from the south to the north. The dragline was <br /> operating moving interburden from the bottom of the South Taylor Pit and moving spoil east. <br /> West Pit Reclamation was inspected. Grading was occurring along the west facing slope of the reclamation. <br /> Surface was roughed across gradient which has provided sufficient erosion control.A containment berm is located <br /> surrounding the new reclamation area to ensure runoff doesn't enter the 2015 reclamation parcel.Minor erosional <br /> features were observed along southern end of the 2015 reclamation parcel in the West Pit Reclamation. Due to the <br /> snow conditions, it was unable to tell if this was just snow melt under the snow pack or actual erosion along the <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 9 <br />
