0
Colorado Division of Reclamation, Mining & Safety
March 31, 2016
Page 7
When MLC -04-02 and the Trout Creek Sandstone well have been drilled and completed, the
completion information for those two wells will be included in the exhibit also.
Colowyo stands by the footnote on Table 2.04-38 that references the Colorado Division of Water
Resources for well completion information for wells that were either not drilled by Colowyo or
were utilized as historic information (Exhibit 7, Item 21 Section 5.2.1). The pertinent
completion information for the Collom groundwater monitoring program is provided in Exhibit
7, Item 21 A which is more than sufficient for future hydrology evaluations.
ITEM 76. This item has not yet been adequately addressed. Please update Map IOB to show
the locations of all wells in Table 2.04.7-38. (See related Item 74)
Response: Please see response to Item 74.
ITEM 77. This item has not yet been adequately addressed. CCC responded that Map IOB had
been updated with the projected potentiometric surface of the Trout Creek Sandstone, and that
the text had been inserted into Volume 15, Rule 2 to discuss the wells that were used to
determine the surface.
Contour lines at intervals of 100, from 6600' to 6800', were projected onto Map IOB. They
indicate that the hydraulic gradient is such that groundwater would flow in in south-westerly
direction. The text on proposed Page 23 indicates that 5 points were considered in the
determination of this surface (C-05-33, DH -76-8, W-95-02, W-95-15 and UL -95-45). Of these,
C-05-33 and DH -76-8 were rightly discarded since they were dry and uncased respectively.
Several issues are evident: (1) W-95-15 is not shown on Map IOB; (2) There is potential
confusion over the location of W-95-02, since another point (also in the Wilson Creek drainage)
is labeled MW -95-02; (3) considering just UL -95-45 and W-95-02, since the location of W-95-15
isn't shown, the potentiometric gradient is in the direction of W-95-02, (based on the data
summarized in the proposed text), which is approximately opposite to what has been drawn on
Map IOB.
Please address these issues and update Map IOB accordingly.
Response: Well DH -76-8 and W-95-15 have been added to Map lOB as requested. Colowyo
agrees with the Division assessment that the potentiometric gradient was incorrect. The contour
intervals were in error and have been corrected. All wells, as numbered, on Map 1 OB on Wilson
Creek are correct (i.e. W-95-02 and MW -95-02). Therefore, no changes were made to any wells
on Wilson Creek.
ITEM 78. This item has not yet been adequately addressed. In the letter of November 20, 2015,
AN EOUAL OPPORTUNITY/AFFIRIVATIVE ACTION EMPLOYER
A Touchstone Energy'Cooperative j
