IV. THE U.S. FOREST SERVICE SHALL:
A. As lead agency, the Forest Service retains final responsibility for the content of the Draft
and Final Supplemental EIS. The Forest Service's responsibilities include determining the
purpose of and need for the SETS, selecting alternatives for analysis, identifving effects of
the proposed alternatives, selecting the preferred alternative, and determining appropriate
mitigation measures within the applicable legal and regulatory framework. In meeting
these responsibilities, the Forest Service will follow all applicable statutory and
regulatory requirements.
B. To the fullest extent consistent with its responsibilities as lead agency, the Forest Service
will consider the comments, recommendations, data, and/or analyses provided by DRMS
in the SEIS process, giving particular consideration to those topics on which the
Cooperator is acknowledged to possess j urisdiction by law or special expertise.
C. The Forest Service will provide DRMS with copies of documents underlying the EIS
relevant to the Cooperator's responsibilities, including technical reports, data, analyses.
