13 <br />6.2 Monitoring Activities <br />The vegetation of the three wetland restorations will be qualitatively monitored each growing <br />season, until the Success Criteria have been achieved. The absolute cover of vegetation, soil and <br />litter of each of the wetlands will be estimated. A list of all plants growing in the wetland will be <br />compiled, their potential source indicated (seed mix, plantings, invader from surrounding area) <br />and their ecological role discussed. <br /> <br />A wetland ecologist will determine the general survivability and condition of woody plants, <br />indicate relative vigor, discuss damage due to human and animal use, assess reasons for any plant <br />loss, and evaluate the success of the seed mix. The functioning of the hydrology, including the <br />duration of saturation or inundation, or depth of ponding, and the extent and persistence of soil <br />saturation, will be monitored and evaluated. <br /> <br />6.3 As-Built Assessment <br />Following the wetland restorations, including fill removal, establishment of the final grade, <br />seeding, and planting, an As-Built Assessment Report will be prepared and sent to the EPA. This <br />report will document the implementation of the Fill Removal & Habitat Restoration Plan, the As- <br />Built Condition, and the results of the first year of monitoring. <br /> <br />Plan implementation details to document include: <br />• Fill removal <br />• Establishment of final grades <br />• Seeding and planting <br />• Weed control <br />• Modifications to original Plan <br /> <br />As-Built Condition & First Year Monitoring <br />• Landforms created <br />• Hydrology <br />• Vegetation <br />- Germination of seed mix <br />- Tree plantings <br />- Willow cuttings <br />• Erosion control <br />• Weed control <br />• Evaluation of Success Criteria <br />• Recommendations for next growing season <br /> <br />6.4 Annual Reports <br />The years following completion of the As-Built Assessment Report, an Annual Monitoring Report <br />will be submitted to the EPA each year until the Success Criteria have been achieved. The Annual <br />Monitoring Report will document all maintenance activities completed, including any additional <br />seedings and/or plantings, list the plant species in the three restorations, estimate total vegetation <br />cover, describe the developing wetland community, discuss weeds and weed control, describe <br />how the hydrology is functioning, and assess the attainment or progress toward achieving the <br />Success Criteria, and provide recommendations. <br /> <br />6.5 Schedule <br />Maintenance and monitoring will occur throughout the growing season of each monitoring year. <br />The Annual Monitoring Report will be delivered to the EPA on or before December 31st of each <br />monitoring year. <br />
