PERMIT#: M-1977-141 <br /> INSPECTOR'S INITIALS: MAC <br /> INSPECTION DATE: March 2, 2016 <br /> designated post-mining land use is rangeland. The Operator has informed the Division that they are working <br /> with Boulder County Parks & Open Space to develop a revised Reclamation Plan addressing the post-mining <br /> land use and configuration. Boulder County has indicated they would like to develop the property for a <br /> recreational use. In addition, Boulder County has indicated they would like a section of the highwall to remain <br /> in order to highlight the geology of the area. Any minor changes to the Reclamation Plan would require the <br /> submittal of a Technical Revision and any change which has a significant effect upon the Reclamation Plan <br /> would require an Amendment. <br /> The Division currently holds a financial warranty in the amount of$191,600.00. The adequacy of the financial <br /> warranty is reviewed as a part of the Division's regular monitoring inspections. The financial warranty amount <br /> is evaluated based on observations made during the inspection as well as a review of the approved <br /> Reclamation Plan. The Division approved Amendment No. 1 in 2002, which included substantial changes to the <br /> Reclamation Plan. Specifically, the final grade of the highwall was changed from 2H:1V to 3H:1V. The Operator <br /> provided an estimate of the volume of material required to backfill the benched highwall to the final grade. <br /> However, the Reclamation Plan does not include detail with regard to the height of the highwall or the <br /> dimensions of the benches. As a result, the Division is unable to perform an accurate bond calculation without <br /> a more detailed Reclamation Plan. This matter has been cited as a problem and will require corrective action <br /> by the Operator; please see the first page of this report for additional information. <br /> Revegetation: <br /> The Division observed diffuse knapweed throughout the site, which is on the Colorado List B of noxious weeds. <br /> Pursuant to Rule 3.1.10(6), methods of weed control shall be employed for all prohibited noxious weed <br /> species. A permit file review found that the Operator does not have an approved Weed Control Plan. The <br /> presence of diffuse knapweed has been cited as a problem and will require corrective action; please see the <br /> first page of this report for additional information. <br /> Storm Water MGT Plan: <br /> A haul road is located at the east end of the quarry, on the south side of St. Vrain Creek. The haul road <br /> provides access to the top of the quarry and terminates to the east of the wash pond. The Division observed <br /> gullies in the lower reach of the haul road adjacent to the wash pond. It appears that berms which previously <br /> diverted stormwater towards the wash pond were partially removed during the 2013 flood. As a result, <br /> stormwater flowing down the haul road will no longer report to the wash pond, but will flow towards the St. <br /> Vrain Creek. The erosion of the haul road has been cited as a problem and will require corrective action by <br /> the Operator; please see the first page of this report for additional information. <br /> Page 4 of 7 <br />
