March 24, 2016 C-1981-012/New Elk Mine RDZ <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover;Timing: <br /> An area to the east of the upper portion of the RDA is very bare. (It was apparently disturbed for installation of a <br /> power pole and seeded in recent years.) This is shown in one of the photographs in this report. This area needs to <br /> be monitored closely and re-seeded if necessary. <br /> SUBSIDENCE—Rule 4.20: <br /> The majority of the affected area(generally,the western two thirds)and the facilities/RDA were photographed. <br /> No sign of subsidence damage, such as slumps or cracks,was seen. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> There is no indication that sediment from the Raw Coal Storage area,the Clean Coal Storage area, or the Soil <br /> Storage area is not being controlled per plans in the New Elk PAP for surface water and sediment control. <br /> SPECIAL CATEGORIES OF MINING—Rules 4.22 through 4.27: <br /> The Alluvial Valley Floor(AVF) along the Middle Fork of the Purgatoire River was inspected in the aerial <br /> photographs. No signs of material damage to the river could be seen, and there is no indication that New Elk <br /> Mine activities have impacted the ability to farm this AVF. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 3 of 6 <br />
