PERMIT#:M-1987-166 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: March 15,2016 <br /> OBSERVATIONS <br /> This was a routine monitoring inspection of the Westoff Farms 110c permit conducted by Eric Scott of DRMS <br /> at approximately 1430 on March 15, 2016. No permittee representatives were present during the inspection. <br /> The Westoff Farms site is a 5 acre 110c permit with a current reclamation bond of$3000. The required site <br /> identification sign and permit boundary markers were present. <br /> The existing boundary markers were GPS located during the inspection using a Trimble Juno 3B handheld GPS <br /> unit. As can be seen on the attached map, it is likely that the eastern permit markers are incorrectly placed. <br /> The boundary markers as posted only define a 4.4 acre area. The shaded area on the attached map represents <br /> the 5 acres permitted as well as possible based on the permit dimensions in the permit file. <br /> i he location and configuration of the current mining face (high wall) was also measured with GPS and is <br /> depicted on the attached map by a solid red line. The current high wall is very close to the western boundary <br /> of the permit. This vertical mining face is roughly crescent shaped and is approximately 25-30 feet in height <br /> along the majority of the west face and tapers to meet the existing ground surface along the northern and <br /> southern sides. <br /> The reclamation plan for this site requires the slopes of the mined area to be restored to no steeper than 3:1 <br /> and revegetated. It is unlikely that given the proximity of the vertical mining face to the western permit <br /> boundary, as well as its height and extent, that there is enough material remaining in the existing permit <br /> boundary to achieve the required reclamation configuration. A permit amendment or conversion to expand <br /> the permitted area, or importation of off-site material, to restore the mine face to a 3:1 slope will likely be <br /> required. DRMS strongly recommends that no additional material be removed from the site until this <br /> reclamation issue is addressed. Also note that importation of off-site material to use as backfill will require a <br /> Technical Revision to the existing permit. <br /> The configuration of the existing vertical mining face will also necessitate a significant increase to the $3000 <br /> reclamation bond currently posted. DRMS will calculate the cost for the State to reclaim the existing slope to <br /> 3:1 and revegetate the site and provide the new bond calculation under separate cover from this report.
