COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
March 15, 2016
Mr. Chris Gilbreath
Tri-State Generation and Transmission Association, Inc.
P.O. Box 33695
Denver, CO 80233-0695
RE: New Horizon Mine, Permit No. C-1981-008
MR -97 Adequacy Review
Dear Mr. Gilbreath:
The Division of Reclamation Mining and Safety (Division) received MR -97 on February 26, 2016. MR -97
contains the responses to the Mid -Term Review (MT -07) adequacy questions, dated November 24, 2015. The
Division has the following comments and questions:
4.05.13(l) — Groundwater Monitoring
A written interpretation of monitoring data, identifying trends and including descriptions of
groundwater level and annual potentiometric surface maps was request to be included in the annual
hydrology reports. The operator provided a response that a written interpretation of the data will be
provided in the annual hydrology report, but there is no reference to when this will occur. The recently
submitted 2015 annual hydrology report did not include an interpretation of the data provided. Please
define that this additional interpretation of data will occur from 2016 forward.
2. With regard to groundwater level data, the operator referenced potentiometric surface maps in section
2.04.7 of PAP from 1987. This does not address the need to provide data relevant to mining impacts on
the groundwater aquifers, which should be included in the AHR. Please provide the groundwater
elevation data with an interpretation identifying any trends and mine impacts. This can be
accomplished with current annual potentiometric surface maps and/or graphical representation and an
explanation of the data.
If you have any questions, please contact me at (303) 866-3567 ext 8142.
Sincerely,
Brock Bowles
Environmental Protection Specialist
brock.bowles@state.co.us
QF CQQ
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
John W.
