The analysis, as currently presented, <br />underestimates the proportion of material that fails to meet the suitability criteria. <br />a. Please revise table 2.04.6-5 to better reflect the content of the Wyoming DEQ reference <br />cited. <br />CCC asserted that Wyoming DEQ guidelines are not necessarily applicable in the State <br />of Colorado and proposed the removal of reference to those guidelines from the PAP. <br />The response is sufficient. <br />b. Please present additional data that will allow more adequate characterization of the <br />overburden material in the Collom pit; pursuant to rule 2.04.6(2)(b)(ii) the Division <br />suggests an initial spacing of one hole per 80 acres. <br />CCC asserted that: (1) the sampling was sufficient to satisfy criteria laid out in the <br />Colorado Guidelines for the Collection of Baseline Water Quality and Overburden <br />Geochemistry Data; (2) data from the existing operation at the mine indicates that the <br />overall overburden quality is relatively benign; and (3) the Division approved the drill <br />hole locations and associated overburden geochemical data with PR -03, and that PR - <br />04 does not propose changes to the Collom pit. The Division agrees with these <br />assertions. <br />CCC updated section 2.04.6 to provide better analysis of the data, and to ensure that <br />the analysis reflects the Colorado guidelines. <br />The response is sufficient. <br />c. Please revise Exhibit 6, Item 9; tables 2.04.6-6 and -7; and the text of Volume 15, Rule 2, <br />Pages 15-18 accordingly. <br />The response is sufficient. <br />In the process of addressing items b. and c., please be specific about which horizons will <br />be handled selectively and how that will be accomplished. <br />The revised data analysis demonstrates that selective handling of overburden in the <br />Collom pit is not anticipated to be necessary. With this in mind, CCC has a sufficiently <br />detailed plan for monitoring overburden during operations, as described in 2.05.3(6). <br />The response is sufficient. <br />Rule 2.04.7 — Hydrology Description <br />71.
