February 29, 2016 C-1996-084/Lorencito Canyon Mine RDZ <br /> (Map 2.05.3-7). <br /> There is a culvert that is not on the map; it is approximately 250 feet east of C4, it is a 24-inch corrugated metal <br /> pipe, and it was clear during the inspection. Culvert C5 appears to be misplaced on the map;the map shows it 80 <br /> feet east of actual location. Culvert C12 does not appear to exist. These three discrepancies need to be addressed <br /> by NECC. <br /> The area above culvert C5 needs to be monitored closely. It is very flat, and pooled water may preclude good <br /> vegetation growth. Vince Massarotti indicated that he will be seeding it this spring after performing some grading <br /> work last year. <br /> Two series of check dams, one west of culvert C4 and one above Pond 6, appear to be functional with no erosion <br /> or other problems. <br /> Between Pond 6 and Fill 7 there is a small hill with a contour ditch along its south side. There are no physical <br /> problems with the ditch(such as erosion),but it is not labeled on Map 2.05.3-7. NECC needs to address this <br /> omission,possibly adding design information to the PAP. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5)and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> No problems were seen with the roads. The hillside below the road to Pond 5 was checked for evidence of <br /> sediment transport into the undisturbed area; no evidence was seen from the road below. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> From Highway 12,bare areas were seen on the northeast corner of the hill northwest of Fill 9 (known as"the <br /> nob"). These were further inspected by foot, and NECC needs to address these areas, especially because some <br /> erosion is present. The entire area appears to encompass approximately a half acre. Old bales are on the site,but <br /> they have disintegrated. Bare areas with rills were also seen on the southeast and southwest corners of"the nob." <br /> The area that was disturbed for Fill 6(but never completed) appears to be stable.
