February 29, 2016 C-1981-012/New Elk Mine RDZ <br /> Along the road to the RDA,there are problems with the roadside ditches and a culvert, or at least with Map 13. <br /> Ditch D56 is too shallow in places. Ditch D63 has been filled in at the upper end. Ditches D57,D61, and D62 do <br /> not exist. Culvert C-B on the map is not listed in the specifications table(Table 21 in the PAP). No problems <br /> were seen with the undisturbed area below the road,but this needs to be monitored closely in the future for <br /> erosion. <br /> The western ditch that drains to Pond 08 has no erosion problems. There is some sediment from the sump above <br /> it,but it does not appear to be excessive. <br /> The ditch on the west side of the upper RDA(east of ditch D55)needs to be labeled on Map 13. <br /> Ditch D2 is not large enough at the downstream end. Ditch D5 requires improvement(needs to be deeper)through <br /> the storage yard. <br /> The following ditches were found to be as large as the specifications require: <br /> D4,D23,D24,D24B,D64,D65,D66, and D67. <br /> The following culverts are clear of sediment and are as large as the specifications require: C20 and C81. <br /> Pond 007A was holding water but not discharging.A new pipe has been installed on the outlet as part of a new <br /> flow meter(to be installed per CDPHE requirements).No problems were seen with spillways or embankments. <br /> Hydromulch has been sprayed on the embankment where pipe installation activities created a bare area. There was <br /> too much water in the pond to assess the sediment level. <br /> The silt fence below the SAE near Pond 007A appeared to be intact. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> At various places on the mine site,there are trash piles that need to be removed appropriately. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The berm that separates the upper RDA(not yet reclaimed) and the lower RDA(reclaimed) is in good shape on <br /> the west side. On the east side it needs to be dug deeper as small amounts of sediment appear to have been <br /> transported onto the reclaimed area. Also,there is a rill in this area(approximately 80 feet west of the conveyor) <br /> that needs to be fixed.
