"HELD TO A HIGHER STANDARD" <br /> Exhibit E — Reclamation Plan <br /> Duran & Pearce Contractors (Operator) will follow and conform by the reclamation plan <br /> submitted for the existing 110 Permit for the Martin 1-A Permit# M-1990-140 <br /> (a) Duran & Pearce Contractors (Operator) will be using a Phase Mining Method. Under <br /> this method, before new acreage is being opened up for mining and extraction <br /> purposes, the acreage that had previously been mined will be reclaimed. Reclamation <br /> methods will be by the following: Using loaders, dump trucks and dozers to move <br /> previous stockpiled over burden and spread and re-shape to no less than a 3:1 slope. <br /> Existing ground to is close to a 6:1 grade slope. Final grading will be complete prior to <br /> re-locating and installing topsoil. Top soil will be spread and installed in 6-8" ranges. <br /> Seeding for low shrub and grasses will be broadcasted and will be followed by a light <br /> drag or harrow. In that Duran & Pearce Contractors (Operator) will be phase mining this <br /> permitted area, there shall not be more than a few acres open at a single time. <br /> (b) Proposed post-mining land use will not be for industrial, residential or commercial <br /> purposes, in that it will be used for agriculture use in the way of crop land and <br /> rangeland. Land uses in the vicinity are for the following: Cropland and Rangeland <br /> (c) The affected lands shall be reclaimed for crop and rangeland usage. All completed <br /> reclamation shall be performed within (5) years from the date Duran & Pearce <br /> Contractors (Operator) informs the Board. Since Duran & Pearce Contractors will be <br /> Phase Mining this Pit, only 2-3 acres will be opened at a time. Pior to moving pit, <br /> acreage that has been mined completely will be reclaimed and re-shaped. <br /> All reclamation measures and efforts to meet all the requirements in: <br /> Section 3.1.5 Reclamation Measures- Materials Handling <br /> (d) The revegetation plan to consist of the following species and rates <br /> a. Pure Live Seed 51b/Acre <br /> b. Arriba Western Wheatgrass 32lb/Acre <br /> c. Luna Pubescent Wheatgrass 20lb/Acre <br /> d. Crested Wheat Grass 20lb/Acre <br /> Rates given are for broadcast seeding, and are for a single species seeding only. If area <br /> to be drilled, divide the rate by 2. If species seeded are mixed, reduce the rates <br /> accordingly. Seed depth of%"-3/4". Proposed time to be seasonal. Low shrubs in the <br /> way of sage brush to eventually spread and grow on reclaimed rangeland <br /> (e) Phase mining plan will insure that areas that have been recently mined will be re-shaped <br /> and reclaimed to a majority prior to the mining operation moving on. As mentioned <br /> earlier, Duran & Pearce Contractors (Operator) will being using the extracted aggregate <br /> 3 <br />
