Mr. Gorham dismissed Jack's concerns by saying this structure is a road embankment <br /> and not a dam, but if the culvert will not pass a large rain event it will act as a dam regardless of whatever name <br /> is applied. Based on the width and depth of the designed diversion, after allowing for freeboard, it has a far <br /> greater cross sectional area than the culvert. What is the watershed area drained by Magpie upstream of the <br /> Monarch Fan Road?
