February 24, 2016 C-1981-014/Southfield Mine RDZ <br /> SLIDES and DAMAGE -Rule 4.12: <br /> The area near the Magpie Diversion where EFCI recently removed steel pipe sections was inspected, and the <br /> disturbance from the work was not excessive. <br /> The fire area on the Corley Ranch was inspected. Dr. Corley and Dr. Mergen showed DRMS new cracks that <br /> have developed,and,per Dr. Corley,these are at the edge of the area pillared by EFCI. Some areas were smoking. <br /> (An assessment by DRMS of the Southfield Permanent Closure Map reveals that Dr. Corley's statement about the <br /> fire being at the edge of the pillared area is accurate.) <br /> The area south of Magpie Diversion Ditch was inspected. Per Dr. Corley,this ditch was built by digging through <br /> the highwall of the Lloyd Beers Mine. The ditch also acts as a pathway for runoff and sediment from the GEC <br /> gullies to Magpie Creek. <br /> The repaired areas on the RDA appear to be stable and no problems were seen. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Near the intersection of CR15 and CR92, on Warnock property outside the permit boundary,there are small <br /> concrete pads and rebar that are remnants of a former sign owned by EFCI. These should be removed. <br /> TOPSOIL,—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> No problems were seen with the two topsoil piles—the one by the gravel lot and the one by the RDA. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 5 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 5 of 12 <br />
