42,05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND MINING ACTIVITIES --
MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS.
•
2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (Cont'd.)
(6) (b) (Cont'd.)
communication with the development of mine workings.
Subsidence features of the development entries could
possibly reach the ground surface or base of colluvial
material and drain these hydrologic resources. The a
priori intent of these above mentioned lease stipula-
tions is to prevent material damage to structures lo-
cated within or adjacent to the permit area and the
diminution of flows in Steven's Gulch, East Roatcap
Creek, and associated Renewable Resource Lands where
the overburden depth is 600 ft. or less.
(i) (A) The pre- and post-mining land use of
the permit area, as described in Sec-
tions 2.04.3 and 2.05.5 are generally,
rangeland, caildlife habitat, and recre-
ation. A few summer homes, a restau-
rant ("Muckleville"), a community do-
mestic water system (Pitkin Mesa Pipe-
line), several trails, a county road
• (Steven's Gulch Road), CWI's waterline
and pocuerline, and a 230 kV powerline
also exist within or adjacent to the
permit area. Other than CWI's facili-
ties, these present land uses will con-
tinue following cessation of operations
at the Orchard Valley and Orchard Val-
ley West Mines.
The Renewable Resource Lands identified
in Section 2.05.6(6)(a)(ii)(A) are col-
luvial/alluvial deposits which contain
groundwater and support willows, reed
grass, and other riparian vegetation.
(B) Predicted subsidence related phenomena
within the permit area will be much
less serious than the worst consequen-
ces described earlier. Where sensitive
features exist upon the surface (Muckle
ville, Steven's Gulch, and East Roatcap
Creek), protective pillars will be
utilized to prevent subsidence related
damage.
.
