2.05 APPLICATION FOR PERMIT FOR SURFACE OR UNDERGROUND ACTIVITIES -- <br />MINIMUM REQUIREMENTS FOR OPERATION AND RECLAMATION PLANS. <br />2.05.6 Mitigation of Surface Coal Mining Operation Impacts. (cont'd.) <br />(3)(b)(ii) (Cont'd) <br />4) Orchard Valley Mine Training Trailer Area Outslopes - consistined of approximately <br />0.3 acres of revegetated disturbance occupying outslopes of equipment storage area <br />developed at the Training Trailer location (see Volume 8, Map No. 8 -2, and Volume <br />8, pages SAE -21 thru SAE -25). Flow from the site was filtered through the naturally <br />occurring vegetative filter below the site. The vegetative filter area was undisturbed <br />and consisted primarily of dense oak brush with a grass understory, and had <br />accumulated a thick, nearly continuous layer of litter and detritis. Cover in the <br />vegetative filter area was conservatively estimated at 70 %. No mixing of surface <br />drainage and underground mine drainage occurred within or resulted from this small <br />area exemption. <br />The Sedcad modeling utilized to describe this site predicted runoff from the site <br />would be in compliance with the allowable settleable solids concentration. <br />5) <br />6) Bowie No. 1 Mine Fan level - consisted of approximately 2.8 acres of disturbance <br />previously approved as a small area exemption (see Volume 8, Map No. 8 -IA) . <br />The operator agreed to provide an analytical demonstration that the area did not <br />contribute non - compliant sediment loads to the surrounding drainages. This <br />demonstration entailed installation of silt fences in appropriate locations below the <br />area of disturbance and the subsequent sampling of runoff events. The silt fences <br />were examined periodically and maintained to ensure adequate function at all <br />times. Samples were to be analyzed for compliance with the NPDES settleable <br />solids standard when measurable runoff occurred at designated sampling points <br />in response to precipitation events of less than 10 -year, 24 -hour magnitude.
