42.04 APPLICATION FOR PERMIT FOR SURFACE OR IINDERGROUND MINING ACTIVITIES --
MINIMUM REQUIREMENTS FOR INFORMATION ON ENVIRONMENTAL RESOURCES.
2.04.4 Cultural and Historic Resource Information. (Cont'd.)
brief American Indian and Euro-American history of the North Fork of
the Gunnison Valley, as well as a summary of findings identified in
past studies are presented in [he report. Refer to [he May 23, 1984,
Class I study and Map 9$-1 in Volume 9B for more specific informa-
tion.
As recommended in the Class I study, a comprehensive survey and re-
port of the permit and adjacent areas (including Leases C-37210, D-
036955, C-27432, C-25079, and fee coal properties) were completed by
Centuries Research, Inc., in December, 1984 (see [he report in the
Archaeology Appendix in Volume 9B). A total of fifteen sites were
located within the permit area during the past and most recent sur-
veys. None of these sites would be impacted by direct surface dis-
turbance (i.e. excavation, construction, etc.). Though the Cowan
Mine trestles (SDT92) are located near the existing Orchard Valley
Mine facilities, CWI will avoid disturbing this site. A possibility
of impact from subsidence exists for those sites within the permit
area with 800' or less of overburden. However, to be conservative,
an overburden limit of 1,000' was chosen for this study.
. Eight sites within the permit area with 1,000' or less of overburden
were identified. Four of the sites were determined to be ineligible
for the National Register. The remainder require further research or
testing to determine eligibility. Seven sites within the permit area
with more than 1,000' of overburden were also identified. All of
these sites require further research or testing to determine eligi-
bility to the National Register.
CWI believes that none of these sites will be directly impacted by
the Orchard Valley Mine operations and should require no further
study.
During July, 1986, Centuries Research, Inc, also completed a Class
III Cultural Resource Inventory of 880 acres including [he Orchard
Valley West Mine site and adjacent areas. No cultural resources were
identified that would be directly impacted (i.e. by excavation, con-
struction, etc.) by the OVWM site or related facilities. Test exca-
vations were completed on two sites near Orchard Valley West, the
Roatcap Game Trail Site (SDT271) and the Ridge Game Rlind Site
(SDT771), which may have been indirectly or secondarily impacted by
increased traffic to the OVWM and by the sites causing potential in-
creased visitation disturbance. Site SAT771 was found to be insig-
nificant and not eligible to the National Register of Historic Pla-
ces. Site SDT271 was probably once a National Register eligible re-
source, the upper terrace and upper compenen[ of the lower terrace
R2.J1~(G~ 3/'7~g8 Added 12/26/84
Revised 12/26/84
Revised 10/12/86
Revised 10/01/87
12
