Salt Storage Piles or Piles Containing Salt <br />The permittee must enclose or cover storage piles of salt, or piles containing salt, used for deicing or other <br />commercial or industrial purposes, including maintenance of paved surfaces, and implement appropriate <br />measures to minimize exposure resulting from adding to or removing materials from the pile. <br />h. Employee Training <br />The permittee must develop and implement a training program for employees. Training must be conducted at <br />least annually, and must address the following, as applicable to the trainee's activities: the site-specific <br />control measures used to achieve the permit effluent limits, components and goals of the SWMP, monitoring <br />and inspection procedures, and other applicable requirements of the permit. At a minimum, the following <br />individuals must be trained: <br />i. Employee(s) overseeing implementation of, revising, and amending the SWMP. <br />ii. Employee(s) performing installation, inspection, maintenance, and repair of control measures. <br />iii. Employee(s) who work in areas of industrial activity subject to this permit. <br />iv. Employee(s) who conduct stormwater discharge monitoring, if required by this permit. <br />i. Waste, Garbage and Floatable Debris <br />The permittee must minimize the discharge of waste, garbage, and floatable debris from the site by keeping <br />exposed areas free of such materials or by intercepting them before they are discharged. <br />j. Dust Generation and Vehicle Tracking of Industrial Materials. <br />The permittee must minimize generation of dust and off-site tracking of raw, final, or waste materials. <br />D. CONTROL MEASURES <br />All control measures used by the permittee to meet the effluent limitations contained in this permit must be selected, <br />designed, installed, implemented, and maintained in accordance with good engineering hydrologic and pollution <br />control, and the manufacturer's specifications, when applicable. <br />1. Installation and implementation specifications <br />Installation and implementation specifications for each control measure type used by the permittee to meet the <br />effluent limitations contained in this permit must be retained with the SWMP (see STORMWATER MANAGEMENT <br />PLAN section). <br />2. Maintenance of Control Measures and Associated Documentation <br />a. The permittee must maintain all control measures used to achieve the effluent limits required by this <br />permit in effective operating condition. For this permit, maintenance includes preventative and routine <br />maintenance, modification, repair, replacement, or installation of new control measures. Observations <br />resulting in maintenance activities can be made during a site inspection, or during general observations of <br />site conditions. <br />b. Corrective actions associated with maintaining control measures must be conducted with due diligence, as <br />soon as possible after the need is discovered, to achieve the effluent limits required by this permit. The <br />permittee must implement interim control measures to achieve the effluent limits required by this permit <br />while performing maintenance of the primary control measure. <br />c. The permittee shall document corrective actions associated with maintaining control measures, in <br />accordance with the CORRECTIVE ACTIONS section of this permit, and shall revise the facility SWMP to <br />reflect replacement or installation of new control measures in accordance with the STORMWATER <br />MANAGEMENT PLAN section requirements. <br />
