JACA
P. O. Box 1887 • 702 Gregg Drive• Buena Vista CO 81211
Phone: (719) 395-3790 Fax: (719) 395-3794
02/16/2016
To: Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Attn: Dustin Czapla
RE: Change of Blasting Plan
ACA Products, Inc. would like to request a variance in the blasting stipulations at our Trout Creek Quarry(permit
M-2001-035). In a rider to mining permit dated September 19, 2001, it states that a maximum charge weight of 42
lbs. per delay, 9 millisecond delays and a peak particle velocity of 2 IPS will be used. ACA Products would like to
remove these stipulations and use industry standards to design and implement quarry shots.
In the attached letter, Matheson Mining Consultants, Inc. has reviewed the report"Evaluation of Effects and
Recommended Controls for Blasting at the Trout Creek Quarry in Chaffee, County, Colorado" by Revey Associates,
Inc. dated July 2001. This report was included in the original mining application. Using this report, Matheson Mining
Consultants, has recommended guidelines that reflect the changing conditions, distances and flexibility that is
needed to efficiently blast at this mine, while still providing a high degree of protection for the dam.
Sincerely,
Kd4 00 t
Michael D.
