The explosives area at the Foidel Creek Mine was transferred to the mine from Mine <br />No. 1, Mine No. 2, and Eckman Park Mine, Permit No. C-81-071. Surface blasting is <br />limited to 5 pounds of explosives. No specific approvals are granted to the applicant <br />under this section. <br />VII. Disposal of Excess Spoil — Rule 4.09 <br />No specific approvals are granted to the applicant under this section <br />VIII. Coal Mine Waste Banks — Rule 4.10 <br />Technical Revision No. 21 (TR -21) approved a coal waste pile south of Pond D at the <br />main facility area of the Foidel Creek mine. The coal waste pile configuration is a <br />side -hill design with a maximum estimated volume of 3 million cubic yards of coal <br />mine waste. The source of the waste is two wash plants which process any low quality <br />coal product produced by mining, or low quality coal not processed. The Division <br />approved the design and any alternative specifications as represented in Exhibit 26A <br />of the PAP (4.10.1(1)). <br />An expansion of the coal mine waste pile was approved with Technical Revision No. <br />67 (TR -67). The waste pile expansion provides for approximately 20.0 million cubic <br />yards of additional refuse placement capacity of the waste pile. The following <br />stipulation was attached with TR -67 and is complied with as a result of this Permit <br />Renewal (RN -06): <br />Stipulation No. 64: was attached to the permit through TR -67, approved on November <br />13, 2009. Twentymile Coal is approved to construct the Refuse Disposal Area <br />Expansion in accordance with designs approved in Technical Revision No. 67. <br />Twentymile Coal Company requested to provide bond for the increased disturbance <br />area in three increments. The first increment, "Initial Bonded Disturbance" of 50.0 <br />acres, is limited to construction of 30.3 acres of refuse pile expansion, 2.4 acres of haul <br />road corridor, 5.9 acres of unclassified stockpile, 3.5 acres of topsoil stockpile, .04 <br />acres of stockpile haul corridors, and 7.5 acres of construction of RDA 10 and RDA 11 <br />ditches, as shown on Map C-102 (11/13/2009). Prior to disturbance of the Refuse <br />Disposal Disturbance, Twentymile Coal is required to submit additional bond adequate <br />for disturbances associated with bonding increments I and II. No disturbance <br />associated with bonding increments I and II shall occur prior to submittal and Division <br />approval of additional bond. <br />TC will begin the extension of the underdrain and construct additional temporary <br />perimeter collection ditches in conjunction with the initiation of Phase II of the RDA <br />Expansion. Phase II will involve an additional 30 acres of disturbance for the Phase II <br />footprint and soil removal buffer zone. All bonding costs associated with the Phase lI <br />expansion had been incorporated in the RN -06 cost estimate. The information <br />associated with Stipulation No. 64 has been incorporated into the PAP. This <br />stipulation was considered complied with when RN -06 was issued. <br />Foidel Creek Mine 32 February 25, 2016 <br />
