Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado Division <br />of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was present for the <br />inspection. The weather conditions were overcast with a light drizzle and cool. The temperature was <br />approximately 35 F. The ground had patchy snow and was very muddy, making most areas inaccessible. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The pond 11 area appeared to be stable (photo 1). There were no signs of soil movement. <br />The pond 10 area appeared to be stable including the rock lined ditches (photo 2). <br />The dirt road leading from Rapid Creek Road to the Carey Pond was very muddy and slippery. The land on top of <br />the mesa around the Carey Pond was very muddy with patchy snow (photo 3). There was not any water flowing in <br />the ditch leading to the Carey Pond. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The greasewood reference area appeared to be in good condition (photo 4). There were no signs of soil <br />movement. TR -67 was issued on February 23, 2016 which removed the greasewood reference area from the <br />permit. This is the last time the greasewood reference area will be inspected as part of normal inspections. <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 2 of 3 <br />
