(EFCI)has reviewed your adequacy review questions in your letter dated February <br /> 16, 2016 concerning Bond Release Request No. 03 (SL-03). This letter is intended to provide a response <br /> to Question #1 and#2. The Division's comments are in bold font, followed by EFCI's responses. <br /> 1. EFCI needs to remove the pipe that is sticking out of the ground near the south end of the <br /> facilities area (discussed in an email from Dr. Corley, January 23, 2016). EFCI needs to confirm <br /> that this pipe is not a conduit to mine workings; this can be done with an inspection by EFCI and <br /> report written to the Division. <br /> RESPONSE: <br /> EFCI removed the pipe, on February 19, by pulling the pipe upward using the bucket of the John Deere <br /> backhoe. The pipe pulled easily, indicating that it was not attached to something else, and the buried <br /> end of the pipe was completely rusty which confirmed that was isolated. This piece of scrap pipe <br /> measured approx. 6 feet long, 4 inch diameter. It was removed from the mine site for disposal. Photos <br /> showing the progression of the work are as follows: <br />
