6.4.5 Exhibit E <br />Reclamation Plan <br />The site will be reclaimed to rangeland concurrently with mining in a rolling <br />progression across a mesa. As topsoil and waste rock/overburden are removed from <br />a working face, they will be placed on slopes and floors of the previously mined out <br />areas or stockpiled. Topsoil and waste rock/overburden stockpiles from the first <br />working face will be used to reclaim the mine floor and slopes of previous <br />disturbances. <br />Prior to revegetating, slopes will be reconstructed and mine floor contoured to <br />blend with surrounding topography. A maximum of six (6) inches of topsoil will be <br />placed on affected surfaces. If necessary, surfaces will be roughened prior to <br />seeding. <br />Mr. Richard Rhoades of the Pueblo Office of the NRCS recommended the <br />revegetation plan. Mr. Rhoades reviewed the plan on October 27, 2015, confirming <br />it is still an appropriate reclamation plan. Using the seed mix in Table 1, the affected <br />area will be drill seeded. Spacing will occur at twelve inch intervals to a depth of 'h <br />to 1 inch. If broadcast seeded, the seeding rates in Table 1 will be doubled. Native <br />grass hay mulch will be applied at the rate of 4,000 lbs/acre and crimped into the <br />ground surface. The Turkey Creek Conservation District, Noxious Weed Control <br />Program representatives do not recommend fertilizer application because it tends to <br />stimulate growth of weeds at the expense of native perennials. <br />Table 1: NRCS Recommended Seed Mix <br />Species <br />PLS/Acre <br />Blue grama <br />0.5 <br />Sideoats grama <br />4.1 <br />Switchgrass <br />0.7 <br />Sand dropseed <br />0.05 <br />Little bluestem <br />1.1 <br />All mining structures will be reclaimed including the interior haul road and <br />stormwater diversion structures. No ponds or streams are on site. All structures are <br />temporary portable control vans and will be transported from the site at the end of <br />mining. No waste rock dumps, underground mine openings, or ditches are <br />anticipated at the site. <br />Plant Growth Medium Preservation: <br />Throughout the mining area, salvageable surface material will be removed <br />with an excavator and stockpiled for use in final reclamation. <br />Weed Control Plan <br />Beth Campbell and Bill Ault of the Turkey Creek Conservation District <br />performed a vegetation inventory on September 18, 2012. The subsequent October <br />9, 2012 weed report is provided. Ms. Campbell reviewed the report on November 2, <br />2015 and indicated it was still valid. No State -listed noxious plant species were <br />observed at the time of the inspection. It was noted the site was suffering from the <br />prolonged drought.
