RULE 4 PERFORMANCE STANDARDS <br />permit document Section 4.15.7 and 4.15.8. Refer to Section 2.04.10 of Volume 12 regarding vegetation <br />reference areas applicable to the South Taylor and Lower Wilson mine areas. <br />Consideration will be given to a revised species diversity standard in the context of a comprehensive <br />revegetation plan revision to be submitted by Colowyo Mine, following approval of PR -02. <br />4.15.9 Cropland Revegetation Success <br />None of the reclaimed land will be used as cropland; therefore the requirements of this subsection are not <br />applicable. <br />4.15.10 Previously Mined Land Revegetation Success Criteria <br />Although portions of the South Taylor pit have been previously mined, the revegetation success criteria <br />established in 4.15.8 shall be used across the entire South Taylor pit. <br />4.16 POSTMINING LAND USE <br />4.16.1 General <br />Implementation of the detailed reclamation plan as presented in Section 2.05.5 will result in a landscape and <br />vegetative cover that is equal to or better than the pre- mining condition for rangeland use that currently exists <br />in the area. <br />4.16.2 Determining Use of Land <br />The pre- mining land uses for the mine and adjacent areas are shown on Map 17. The narrative describing the <br />land use of the South Taylor /Lower Wilson permit area is presented under Section 2.04.3. The proposed post - <br />mining land use will involve the restoration of the pre- mining land use of rangeland, as described in Section <br />2.05.5. <br />4.16.3 Alternative Land Uses <br />The land use of rangeland will be restored in a timely manner as outlined in Section 2.05.4. Implementation <br />of the timetables contained therein will assure a successful reclamation program. No alternative land uses <br />will be implemented in the reclamation plan set forth under Section 2.05.4. <br />4.17 AIR RESOURCES PROTECTION <br />Colowyo employs fugitive dust control measures in all phases of the mining and reclamation activities. The <br />control measures currently used are set forth in detail in Section 2.05.6. <br />The operations at Colowyo are presently regulated under numerous emission permits issued by the Colorado <br />Department of Public Health and Environment, Air Pollution Control Division. Section 2.03. 10 identifies the <br />various permits under which Colowyo currently operates. The permits are set forth in Exhibit 8, Air Quality <br />Information. <br />4.18 PROTECTION OF FISH, WILDLIFE, AND RELATED VALUES <br />As described in Section 2.04.11, no threatened or endangered species are known to rarely utilize the habitats <br />present in the permit areas; however, it is unlikely that any impact will occur with respect to those threatened <br />South Taylor /Lower Wilson — Rule 4, Page 18 Revision Date: 10/31/13 <br />Revision No.: MR -129 <br />
