For the record, the Carbon <br />Junction Mine was reclaimed in 2006 and is at the 9.5 year of the ten year extended liability <br />period. It is anticipated that the mine will seek final bond release this year. In 2014, meetings <br />with the Division were conducted to establish a course that would ensure final bond release in a <br />timely manner. To this end, the Division, Oakridge Energy, Inc. and Savage and Savage, Inc. <br />agreed to the preparation and submittal of Permit Revision 01, to be an all-encompassing <br />revision that would satisfy all remaining Division concerns regarding the mine and reclamation, <br />and allow a smooth finalization of the reclamation documentation and bond release. With the <br />review and processing of PRO1, Oakridge and Savage and Savage answered many questions and <br />revised the permit document significantly to satisfy the Division's requirement that the document <br />provide a complete record of the mine and reclamation, though at that point, the mine had been <br />reclaimed eight years. With this mid-term review, we again note that the Division is asking <br />questions that a) have been previously answered, or b) are of questionable relevance given the <br />advanced stage of reclamation at the former mine. The legal obligation of the Division to <br />undertake a mid-term review is not questioned, but the scope of the mid-term review is. <br />Responses to the adequacy review questions are provided following the restatement of the mid- <br />term review question. Additionally, there are questions regarding the reclamation bond <br />calculation following. <br />General Document Issues <br />A. DRMS Jan 2016 Where the abridged permit references Maps and Appendices, these <br />referenced documents should be included in the Abridged Permit, This would be best <br />accomplished with a MR. <br />IIP a L e <br />
