Water <br />Disturbances will be minimized to the prevailing hydrologic <br />balance of the affected land and the surrounding area and to the <br />quality of water in surface and groundwater systems during <br />mining, reclamation and afterward. <br />Disturbance to the hydrologic balance will be minimized by: <br />1. Compliance with applicable Colorado water laws and <br />regulations governing injury to existing water rights. <br />2. Compliance with applicable Federal and Colorado water <br />quality laws and regulations. <br />3. Compliance with applicable Federal and Colorado aredae <br />and fill requirements. There will be no dredge and <br />fill requirements as pertain to navigable waters <br />associated with this -operation. <br />4. No tempoary or large siltation structures will be a <br />part of the mining or reclamation plan. <br />No earthern dams will be constructed. <br />Wildlife <br />All aspects of the mining and reclamation plan take into account <br />the safety and protection of wildlife on site. Habitat <br />management and creation is not to be part of the reclamation <br />plan. Refer to Exhibit H for a complete discussion of wildlife. <br />Topsoilinq <br />Topsoil will be stockpiled on the site at either end of mining <br />segments (See Sheet 2 of 2, Exhibit C). A volume of 40,000 cubic <br />yards will be stockpiled initially. In order to reclaim a <br />shoreline approximately 6 inches deep and 20 feet wide with <br />topsoil 2,000 cubic yards will be required. Depth of toosoil <br />replacement will actually vary from 4 inches to A inches. Areas <br />where mining will occur after one growing season will have <br />topsoil stockpiles seeded with fast growing cover to preserve <br />them from wind and water erosion. <br />Very little woody vegetation is in the area where mining will <br />occur. <br />The growing medium will be replaced evenly throughout the <br />reclaimed area. Fertilizer will be applied if it is determined <br />necessary. <br />E-2 <br />
