Sherman <br />Executive Director <br />Dick Wolfe, P E <br />Director <br />We have received your request of February 27, 2009 requesting approval of the above <br />referenced substitute water supply to cover depletions caused by an existing gravel mining <br />operation operated by Ready Mixed Concrete Company ("Ready Mixed" or Applicant"). The <br />required fee of $257.00 for this substitute supply plan has been submitted (receipt no. 3637769). <br />Plan Operations <br />This plan seeks to replace depletions resulting from the evaporative losses at the Ready <br />Mixed Pit No. 1 sand and gravel mine. The gravel pit has been completely mined out leaving <br />25.9 acres of exposed groundwater, thus the depletions that result from the previously mined <br />site include evaporation only. The proposed replacement source is consumptive use credits <br />from Fulton Ditch shares owned by the Applicant, Ready Mixed water available from storage <br />and a lease with the City of Brighton. <br />Depletions <br />Consumptive use of water at the property for the plan period consists of 101.2 acre-feet <br />of evaporation from the 25.9 acres of exposed water surface. Depletions from the evaporation <br />at the pit were lagged to the stream system using the Glover factors over 36 month. The Glover <br />factors were determined using the Integrated Decision Support Alluvial Water Accounting <br />System (IDS AWAS).The lagged depletions during the plan period are shown in the attached <br />Table 1 and total 65.2 acre-feet from May 2009 through April 2010 and 83.8 acre-feet for the <br />requested plan period of May 2009 through July 2010. <br />Replacements <br />Ready Mixed owns a total of 70 Fulton Ditch shares and proposes to replace the <br />depletions from Ready Mixed Pit No. 1 with 27 of these shares.
