Compliance With Mine Plan N - Support Facilities Not On-site <br />N - Other N - Special Categories Of Mining <br />N - Processing Waste N - Topsoil <br />COMMENTS <br />This was a partial inspection by Leigh Simmons of the Division of Reclamation, Mining and Safety <br />(Division). Jessica Loveland of Mountain Coal Company (MCC) accompanied the inspection. The weather was <br />cloudy with deep snow on the ground. The site was accessible, but the deep snow cover limited the scope of the <br />inspection. <br />The mine was actively mining, processing and shipping coal. <br />On January 15, the 11 -day extension to the original 45 -day comment period for the Colorado Roadless <br />Rule Supplemental Draft Environmental Impact Statement closed. The Forest Service is expected to revise the <br />supplemental environmental impact statement and publish a supplemental final environmental impact statement in <br />the spring or summer of 2016. <br />GENERAL MINE PLAN COMPLIANCE: <br />The project to construct ramps to access the B -Seam was proceeding as expected. <br />MR416, which updates the list of officers and directors, was approved on February 1, 2016. No <br />comments were received before the deadline of February 11, 2016. <br />MR -415, which updates and reformats sections 1.0-2.03 of the PAP, was approved on February 8, 2016. <br />The deadline for comments is February 18, 2016. <br />SL -09 is complete, but further action is delayed until the snowpack has melted sufficiently to allow an <br />inspection. <br />RN -07 was found complete on February 1, 2016. It is currently under review by the Division. The initial <br />adequacy review is due by April 1, 2016. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) and <br />(6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />Roads around the site were accessible.
