Box 1488 <br />Paonia, CO 81428 <br />RE: Bowie Resources, LLC, Permit C-1996-083 <br />Second Quarter 2015 Coal Waste Pile and Instrumentation Inspection Report Review <br />Dear Mr. Bear: <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) have found the above referenced <br />report to be in compliance with CDRMS Regulations: 4.09.1(11) and 4.10.2(2), unless noted below. <br />The above referenced report was prepared by J.E. Stover and Associates, Inc (SAI) for Bowie Resources, <br />LLC. SAI visited the site on June 23rd, 2015. Based on the report, SAI did not observe any signs of <br />instability, structural weakness or hazardous conditions at the pile. <br />Approved Placement, Compaction, and Inspection requirements for Coal Mine Waste (Gob) are found in <br />Volume IX, pp. 12-14 and Volume XI, pp. 8-9. The information provided in the subject report <br />adequately addresses the requirements. Please see the highlighted text below for comments on the <br />frequency of VWP monitoring. <br />Compaction Testing <br />During this quarter, coal mine waste placement and compaction activities occurred at both Gob Pile #2 <br />and Gob Pile #3. All compaction testing was performed by Huddleston -Berry Engineering Ei Testing, LLC <br />(HBET). A total of 97 compaction tests were performed: 67 at Gob Pile #2, and 30 at Gob Pile #3. <br />Coordinates and elevation of each test point are provided in map and tabular form. All locations tested <br />achieved the requisite minimum 90% of Maximum Dry Density, with the exception of two tests (5297 Et <br />5298) on June 4, 20105. The area of failed tests were dried and retested and met required minimum 90% <br />of Maximum Dry Density. Accurate moisture contents for each sample were measured in the laboratory. <br />The two new Moisture -Density curves (15-0115 and 15-0130) submitted with the first quarter 2015 report <br />were included with the report.
