Colorado Department of Public Health and Environment <br />Air Pollution Control Division <br />Western Fuels -Colorado, A Limited Liability Company <br />Permit No. 10M02275 <br />Final Approval — Issuance 4 <br />PARTICULATE EMISSIONS CONTROL PLAN FOR MINING ACTIVITIES <br />THE FOLLOWING PARTICULATE EMISSIONS CONTROL MEASURES SHALL BE USED FOR COMPLIANCE <br />PURPOSES ON THE ACTIVITIES COVERED BY THIS PERMIT, AS REQUIRED BY THE AIR QUALITY <br />CONTROL COMMISSION REGULATION NO. 1, Section Ill. D.1.b. THIS SOURCE IS SUBJECT TO THE <br />FOLLOWING EMISSION GUIDELINES: <br />a. Mining Activities - Visible emissions not to exceed 20%, no off -property transport of visible emissions. <br />b. Haul Roads - No off -property transport of visible emissions shall apply to on-site haul roads, the nuisance <br />guidelines shall apply to off-site haul roads. <br />Haul Trucks - There shall be no off -property transport of visible emissions from haul trucks when <br />operating on the property of the owner or operator. There shall be no off -vehicle transport of visible <br />emissions from the material in the haul trucks when operating off of the property of the owner or operator. <br />Control Measures <br />1. Adequate soil moisture must be maintained in topsoil and overburden to control emissions during removal. <br />Watering shall be implemented as necessary. <br />2. When Topsoil haul takes place the minimum water applications shall be 10 applications of water per day for <br />the topsoil haul routes, as modeled, for meeting 95% control on any day without a minimum of 0.01 inches of <br />precipitation, when temperatures are below freezing and/or the ground is snow/ice covered, or when recent <br />precipitation events or snow melt create a situation where such water application could create an unsafe <br />condition for heavy equipment. Records of water use at all times shall be maintained and made available for <br />inspection upon request. The moisture ratio shall be maintained at the value required to establish 95% control <br />as indicated on Figure 13.2.2-2 of EPA's AP -42, "Watering control effectiveness for unpaved travel surfaces" <br />of that chapter. Records of watering shall be maintained and made available for inspection upon request. At <br />any time that the soil moisture ratio is proven sufficient to maintain control, based on accepted testing <br />methods, watering application may be reduced. <br />3. Topsoil stockpiles shall be compacted and revegetated within one year of the date of the last application of <br />topsoil to the stockpile. Overburden stockpiles shall be compacted. <br />4. Emissions from drilling holes for blasting shall be controlled by the use of a dust collector and skirts. <br />5. Emissions from material handling (i.e. removal, loading, and hauling) shall be controlled by watering at all <br />times unless natural moisture is sufficient to control emissions. <br />6. Coal Stockpiles shall be watered as necessary to control particulate emissions. <br />7. Unpaved haul roads shall be treated with chemical stabilizers per manufacturer's specifications and watered <br />as often as needed to control particulate emissions. <br />8. All areas disturbed for more than 120 days shall be treated with chemical stabilizers per manufacturer's <br />specifications, watering as needed, and revegetated within one year to control particulate emissions. <br />9.
