Disposal of Materials Constituting a Fire Hazard <br />Non -coal wastes including, but not limited to, grease, lubricants, paints, garbage, abandoned <br />machinery, flammable liquids, lumber and other combustibles generated during mining activities <br />will be disposed of in a State -approved solid waste disposal area outside the permit area. <br />Flammable liquids, such as oil or fuel, will be protected from spills by having earthen, concrete, <br />or HDPE lined structures surrounding each storage facility or by being stored in a double wall <br />structure. A Spill Prevention, Control, and Countermeasures (SPCC) Plan has been developed <br />for the New Horizon North Mine to provide requirements for spill prevention, preparedness, and <br />response. A copy of the SPCC Plan will be maintained at the New Horizon Mine Office. <br />All major mine equipment at the New Horizon Mine will be equipped with portable fire <br />extinguishers or automatic fire suppression systems. The water truck used for dust suppression at <br />the New Horizon North Mine could also be used to control fires in case of emergency. <br />No significant acid-forming or toxic -forming materials exist within the overburden, soil, or coal <br />seams to be mined at the New Horizon North Mine. Therefore, WFC will not undertake any <br />special handling procedures as described in Rule 4.14.3.
