Access across BLM lands is needed by <br />Snowcap Coal Company in order to complete reclamation and monitoring obligations under the <br />mine permit. <br />The mine-related features located on BLM lands within the mine permit area include the 2 West <br />portals, electrical substation, powerline, south lease exploration area, hydrologic stations (flumes <br />and monitoring wells) on Rapid and Cottonwood Creeks, and subsidence monitoring stations. <br />Some of these features have already been reclaimed or aze currently undergoing reclamation in <br />accordance with permit requirements. <br />The subsidence monuments along Jerry Creek and Coal Canyon aze located within the Little <br />Book Cliffs Wilderness Study Area. The hydrologic stations in these drainages were washed out <br />during a flood event and never replaced. By letter dated August 27, 1996 (copy enclosed), BLM <br />approved the monitoring stations subject to certain mitigation measures. These stipulations aze <br />still in effect. <br />This letter serves to give Snowcap Coal Company or any successor operator authorization for <br />access across BLM lands for the purpose of reclamation, monitoring, and maintenance activities <br />within the mine permit. Access is limited to existing roads only.
