Part of the revision addresses the <br />retention of three culvert crossings along the Coal Canyon Road (Haul Road 4) and drainage <br />reconstruction work for Coal Creek. The culvert crossings include: <br />• Crossing number 1 (lower crossing) -two 81" x 59" culverts <br />Crossing number 2 (middle crossing) -dip section with six 36" culverts <br />Crossing number 3 (upper crossing) - 72" culvert <br />By letter dated June 27, 2000, this office requested that the culverts be left in-place to better <br />facilitate administrative and public access. Since that time, BLM, DMG, and Stover & <br />Associates have met in order to discuss the details of the planned work. The Stover letter dated <br />November 10, 2000, adequately addressed BLM's remaining concern for the wingwall <br />estrangement on the culvert dip section. <br />Based on our review, we recommend approval of the technical revision. The BLM agrees to <br />assume responsibility for future maintenance ofthe culverts upon completion of the drainage <br />reconstruction and culvert work and upon approval of final bond release, or permit/bond <br />revocation, for that portion of Haul Road 4 extending from the lower culvert crossing to the <br />upper culvert crossing.
