Mr. Whitehead
Page I 2
February 10, 2016
2. The Operator has indicated that trials have been conducted at the Lyons Plant using powder
activated carbon injection and hydrated lime injection. Please indicate what, if any, analyses
were performed on the CKD from these trials. Specify the analyses which were performed
and provide the results to the Division.
3. The Operator has indicated the activated carbon and hydrated lime will be injected directly
into the effluent gas streams of the kiln. Will the activated carbon and hydrated lime be
bound with the CKD, or will it produce a separate waste stream? Please detail how the
addition of carbon and lime will alter the composition of the current CKD waste stream.
4. Please provide a detailed description of how the CKD, activated carbon and hydrated lime
will be recovered and disposed of in C -Pit. Also, provide a schematic illustration detailing
the cement kiln process to accompany the above requested description.
5. Please provide a detailed sampling plan for how the CKD will be collected to perform the
requested analyses. The sampling plan should address the following:
a) Specify number of samples to be collected (samples should include both composite
and grab)
b) Specify how the samples will be collected
c) Specify the sample collection points
d) Describe how samples will be collected to account for the variability in operating
temperatures of the kiln
This concludes the Division's preliminary adequacy review of this Technical Revision. Please
remember that the decision date for this Technical Revision is February 22, 2016. As previously
mentioned, if you are unable to provide satisfactory responses to any inadequacies prior to this
date, it will be your responsibility to request an extension of time to allow for continued
review of this Technical Revision. If there are still unresolved issues when the decision date
arrives and no extension has been requested, the Technical Revision will be denied.
If you have any questions, please contact me at (303)866-3567 x8116.
Sincerely,
Michael A. Cu Ingham
Environmental Protection Specialist
CC: Wally Erickson, DRMS
