The Operator will be required to monitor the groundwater levels in the Francis wells to verify if <br /> the installation of the slurry wall restores the Francis well to historic groundwater elevations. The slurry wall <br /> installation is scheduled for completion in August/September 2016. Survey stakes for the drill holes to verify <br /> bedrock depth for the slurry wall design were observed during the inspection. The drilling activities were <br /> scheduled to occur the following week. <br /> The Operator agreed to provide short-term replacement irrigation water to mitigate the impact to the <br /> irrigation well on Mr. Francis's property, Well #2, while the slurry wall is installed at the mine site and the <br /> effects of the slurry wall on the surrounding groundwater levels in the Francis wells are evaluated. The supply <br /> of temporary water is an appropriate mitigation response by the Operator. <br /> Overall, based on the observation from this report, the lack of groundwater monitoring data from the <br /> Operator and radius of influence calculation, dated July 3, 2013, provide by the Operator, the Division believes <br /> the Loloff Mine has caused disturbances to the prevailing hydrologic balance of the surrounding area and to <br /> the quantity of water in the groundwater system. <br /> Photographs taken during the inspection and the inspection map created with the GPS data collected during <br /> the inspection are attached. <br /> Page 5 of 10 <br />
